Chat Room v0.5.1

Command Console now starts as a quiet activation state instead of rendering the full room transcript. The composer appears only after choosing Message Everyone or Tag a Worker; Human in the Loop, agent Chatter, Chats, and the room log are deliberate routes. Active conversations now say Active elsewhere instead of Open in CLI, preserving the one-writer safety boundary without leaking adapter mechanics into the UI.
