Feature: Allow basePath to be set in deployment and not be pinned in build with Start

Like mentioned in nitrojs/nitro#4381 it would be great if the basepath on the router could be set dynamically at runtime. Currently the basepath parameter is overridden on build by i.e. base from vite config.
