Support Jaywan payment network

• added Jaywan (UAE domestic card scheme) to TapApplePayPaymentNetwork, handled the same way as Mada. Available on iOS 18.4 and later.
• requires TapCardVlidatorKit-iOS 1.0.25 or newer, which adds the jaywan card brand
• fixed a crash when a payment network has no Apple Pay equivalent on the running iOS version; it is now skipped
• added a GitHub Actions workflow that publishes the pod to CocoaPods when a version tag is pushed
