A _maybeRecommendTransport hook inside _executePlanViaScheduler is designed
but not wired on main. The coding-path scheduler still calls
TransportManager.select({ kind: 'inprocess' }) directly, and
transport-policy.recommendTransport() is advisory-only. Treat the pin as
optional future work, not as shipped.
The fabric clock is stopped after Phase 51. Any next slice (wiring the APPLY pin, a real out-of-process execution or QUIC/HTTP-3 plenum, or resuming PAL/overlay/TradingView backlogs) is human-gated. There is no Phase 52 by inertia.
