Prune the admin API to the four routes the admin app actually uses, and make image uploads generic.

Changes:

  • Remove unused admin endpoints, legacy login/logout/confirm, and authenticated docs serving.
  • Keep image upload/lookup, tariff patch and operator patch behind JWT cookie validation.
  • Store new uploads in images/uploads instead of images/banners.
  • Run the test suite against a local PostGIS container via scripts/run-tests.sh.
