Need a JMH benchmark suite for checking performance.
Assume 250,000 items, so a BitArray(250_000)
We can do (int skip, BitArray(250_000 - skip)) for efficiency
We can do run-length encoding
so we need a benchmark for default vs skip vs RLE

Make sure to invalidate when /reload or datapack or kubejs or whatever causes tags to change

Should be able to hook reload so that it bumps the sfm config revision number causing the existing manager logic to rebuild the program
