Prepares Skill Base Template v1.4.0 after the GitHub CLI delivery, deterministic release, evaluation baseline, and GitHub Issues maintenance changes landed. Updates the package version, changelog, version document, and curated release notes. Validated with npm.cmd run validate, two v1.4.0 package builds, release asset verification, git diff --check, and gh skill publish --dry-run.
