Config fallback when pyproject.toml has no [tool.invar.guard]
Previously, if pyproject.toml existed but had no [tool.invar.guard] section, Invar would immediately use defaults without checking other config files.
Before: pyproject.toml (no guard section) → defaults
After: pyproject.toml (no guard section) → invar.toml → .invar/config.toml → defaults
This allows users to keep project metadata in pyproject.toml while storing Invar config in .invar/config.toml.
