Summary

This release introduces "Claim-time Guidance" to help agents and contributors produce consistent evidence, along with comprehensive "No Manual YAML" authoring capabilities.

• Claim-time Guidance: vectl claim now displays a bounded guidance block containing refs, an evidence template, and project rules.
  • CLI: controlled via --guidance (default on).
  • MCP: vectl_claim returns structured guidance data.
• No Manual YAML Authoring: Full CLI/MCP support for editing plan metadata without touching plan.yaml.
  • New command: vectl edit-plan (and MCP vectl_mutate action=edit-plan).
  • Step editing: vectl edit-step now supports adding/removing refs (--add-ref, --rm-ref) and evidence templates.
• AGENTS.md Migration:
  • New command vectl agents-md --dir . to safely upsert the vectl tracking section.
  • Uses explicit start/end markers to preserve existing content while enabling updates.

Improvements

• vectl init now uses the safe upsert logic for AGENTS.md.
• vectl guide updated with claim-time guidance documentation.

Fixes

• Added missing ability to edit a step's refs list via CLI/MCP.
