Fixes #10.

shell list now checks the relay independently from the local child process. The table distinguishes online, reconnecting, expired, and unknown relay state; JSON output includes relay_status. E2EE URL fragments and query data are stripped before the status request.

All artifacts are covered by SHA256SUMS and release.json.
