Fixes the activation project memory root must be the project-local .tree-ring error when using default arguments with integrations activate, link, or deactivate. Equivalent relative and absolute local paths are accepted while existing no-follow filesystem safeguards remain in place.

A detected harness with no managed activation record now stays in needs-user-review instead of appearing configured after initialization preserves an existing project instruction file. Existing AGENTS.md files and memory-store guidance remain separate and preserved.

Validated with 552 Rust tests and the released macOS binary. macOS ARM64 and Linux x86-64 archives include SHA-256 checksums. Upgrade through your existing installation with tree-ring update (or brew upgrade tree-ring for Homebrew).
