Patch release for the local read-only Sentinel Payment Boundary Tools.
Changes from v0.4.0:
- reject reserved or non-public .test, .example, .invalid, and .onion hosts before they can enter a public quote-request draft
- replace the Agent Payment Boundary Review catalog non-null assertion with an explicit startup guard
- strengthen the Registry pending-language regression check
The request-draft tool still never fetches supplied URLs, submits a request, connects a wallet, moves funds, authorizes payment, includes payment instructions, or creates service entitlement. A complete human-issued written quote is required before any service payment.
Built from merged main commit 7f5c5f3 in a clean npm ci environment. The bundled server reports version 0.4.1 and exposes exactly three tools.
