Add JGLOBAL_ENKF_ECEN stale file handle failure analysis
Root-cause analysis of a transient Lustre filesystem failure (ESTALE
on prep_step) that caused a Hercules nightly CI run to fail in the
EnKF ensemble recentering step. The compute work succeeded; the
failure was in routine bookkeeping between two consecutive MPI
invocations and the workflow had no retry logic for transient errors.
Documents five recommended best practices:
1. prep_step retry wrapper for transient classes (ESTALE, EAGAIN, ENOMEM)
2. Preserve RUNDIR on non-zero exit (KEEPDATA_ON_FAILURE)
3. err_exit snapshots key files before destroying the working dir
4. CI-level auto-retry on well-known infrastructure signatures

patterns and naming convention changes.

filesystem/REST-only modules, the post-port phases (B12 Strands, B13
Memory+Cedar, B14 cutover), and the calendar estimate to feature-
parity-deployed (~4 sessions) vs full spec including Strands/Memory/
Policy (~10+ sessions).
Adds reference in Home.md positioned before the AWS MCP/RAG migration
overview to complement the architecture and migration sections.

Phase 54: OMD Multi-Program MCP Initiative — SDD spec + Home.md entry
Adds the Phase 54 SDD Initiative spec to the wiki and links it from the
Home.md landing page as the most recent entry.
The Initiative decomposes the monolithic eib-mcp-rag server into
program-scoped MCP tenants (gw-mcp, gw-v17-mcp, ufs-mcp, mpas-mcp) to
eliminate a configuration-management hazard where AI agents cannot
distinguish develop-branch code from gfsv17-coupled-branch code in the
same repository. Six workstreams (54a-54f) defined; Appendix A sketches
the post-54d catalog YAML.
