Region, AZs, CIDRs, resource type names, and IAM role names retained.

docs: add Python MCP Server Port progress report Mid-port progress as of May 13, 2026: 35 of 51 tools (69%) committed across phases B4-B9. Documents the remaining ~16 tools across 3 filesystem/REST-only modules, the post-port phases (B12 Strands, B13 Memory+Cedar, B14 cutover), and the calendar estimate to feature- parity-deployed (~4 sessions) vs full spec including Strands/Memory/ Policy (~10+ sessions). Adds reference in Home.md positioned before the AWS MCP/RAG migration overview to complement the architecture and migration sections.
