To make it easier for devs/testers to quickly email ad-hoc report to customers/biz etc how about making the HTML report self contained (css, js, etc) rather than having these as external files? Just a thought, I know it's easy enough to print from the browser to an XPS doc / PDF. Cheers Jason.
