Prevent editing players that have higher permission level than your own

Remove /editop Permission Bypass

Realized that players at permission level 3 could give themselves and others level 4 access with /editop, so that has been fixed

Improves the /op command!
Adds optional arguments for operator level and whether or not the operator can bypass the player limit.
Adds /editop which allows the player to edit the operator permissions of an operator.
