Encodes the documented release process (CONTRIBUTING.md "Releasing" plus the ci.yml tag->draft-release and deploy.yml publish->deploy workflows) as a project skill: pick the semver bump, run the gates, version + tag, push, and shepherd the draft GitHub release through publish/deploy with confirmation gates on the outward-facing steps.
