Video/movie audio ignores all volume settings (plays at full volume even when sliders are 0) #2850

Any video/movie that has an audio track plays at full volume regardless of the Options-menu volume settings. Setting Music, SFX, and Voice all to 0 silences normal game audio but not video audio. eg "EA Games challenge everything" , the intro, and the Challenge level intros eg "General A vs General B"

I've searched for this issue and haven't found anything (searched through "volume" then "sound" issues).

Reproduction:

  1. Options → set Music, SFX, and Voice sliders to 0 → Accept.
  2. Start a Generals Challenge. On the "your general vs. the other general" versus screen, the animation audio still plays.
  3. I also notice a brief "chirp" when opening the Options menu from the main menu. Could be related

I suspect it's to do with "// never let volume go to 0, as Bink will interpret that as "play at full volume" and the commented out BinkSetVolume call after it.
