0.20.7: WiFi Outage & Repeat Offenders (Bugfix)

Bugfix for 0.20.1 and 0.20.3, found in the daily brief after the WiFi outage test.

Fixed

A WiFi outage or an integration outage no longer puts the devices it took down on the Repeat Offenders table. That table exists to show devices failing for no explainable reason. Integration outages, added in 0.20.1, and WiFi outages, added in 0.20.3, were never added to that list. On the reference system, three presence sensors appeared on the table after a WiFi outage, correlated with one another, directly beneath a sentence saying the network had gone down.

An integration outage excuses only the devices belonging to that integration. A WiFi outage excuses any device, because what failed is the network underneath every integration rather than one of them.

The paragraph under the table now names both, so what it promises the reader is true.
