feat: add GitHub Actions workflow and Windows build support

- Add CI/CD workflow to build Linux and Windows executables on tag push
- Add ServiceDeck_windows.spec for Windows PyInstaller build
- Update setup.sh to work for both local dev and downloaded release
- Update README with download links and usage instructions
