• New systems/talkgroups enabled by default / out-of-plan traffic (#283). User groups now have an Auto-enable new systems / talkgroups toggle (default off). When off, saving freezes All / * access to today's systems and talkgroups so later additions stay out until granted. On startup, existing talkgroups: "*" grants are expanded to explicit lists (empty All is left alone). Livefeed maps are scrubbed against scoped systems so stale keys cannot play out-of-plan traffic. Web and mobile default newly scoped channels off unless the usergroup toggle is on; re-adding a system no longer restores stale active: true.

• User Groups — Auto-enable new systems / talkgroups. Admin checkbox on create/edit group. When on, wildcards keep including future channels and clients may turn them on by default.
