"VBL-synchronous periodic mouse interrupts" are now implemented.

The mouse interrupts are now properly synchronized with the Apple II's vertical blanking interval (CRT). Applications using this mouse interrupt no longer show flickering when moving the mouse. Best seen with MousePaint when using the large "hand tool". Without the synchronous feature, there was a lot of flickering when moving the mouse. The flickering should be gone with this update. The effect only works with an original CRT. Video output from A2VGA, for example, is not synchronized to the Apple II's VBL-interval, so may still flicker.
