/memory/activity子页实质承载的是「平台 Toast 通知历史」（localStorage 数据源、由lib/activity-toast.ts跨模块写入），与 Memory 领域并无任何耦合；将其置于 Memory 二级导航违反 正交分解 (Orthogonal Decomposition) 与 Single Source of Truth，且使 Memory 二级 tab 过载至 7 个，认知一致性被破坏。docs/agents/issue.mdISSUE-090（本 PR 同步沉淀的跨上下文经验记录）。核心变更
