Fixed

• The network picker came up empty on first open, and only filled in after
  pressing "rescan". A regression from 1.7.0, where the blocking scan was taken
  off the access point's startup path to stop the setup QR appearing four
  seconds late. The replacement started the station interface and asked it to
  scan in the same breath — and a scan issued before that interface is up fails
  outright. The failure was silent, so the first attempt returned nothing.

  It now lets the interface settle, and retries once. The scan endpoint also
  stops reporting a failed scan as an empty list: those are different answers,
  and saying "no networks found" in a flat full of them left the user to guess
  that a button might help.
