FixDebugInfo v2.0.0

This is a major overhaul. FixDebugInfo now writes a new .elf file so it will never fail due lack of room trying to make changes in place.

This version now requires .NET 9.0.

The .zip file contains the minimum files needed for execution -- .exe, .dll, and .json configuration file.
