Make session startup immediate with queued input

Summary

• publish fresh and resumed sessions before lifecycle hooks and local Terminal startup finish
• queue Telegram prompts until the tmux agent shows a real input prompt, then drain them in order
• move Codex directory trust handling off the callback path and preserve Codex submit verification
