NPU held-units honesty: the chat rail now reconciles the device's npu_used against the running models and names any gap (units held by a load that rolled back or did not release), telling you a runtime restart reclaims them. Ends the case where the meter and the Loaded panel disagreed with no explanation and a load was refused though the panel showed room.
