Migrate GitHub Actions from cellify

Summary

• migrate all five workflows from ToAmano/cellify: autorelease, CLI smoke test, labeler, pre-commit, and pytest/build CI
• customize workflows for VisualizePhonon paths, vaspvis command, test/ fixture layout, dev extras, and PyPI package URL
• add supporting labeler and pre-commit configs, declare ase as a runtime dependency, fix the vaspvis entry point, and allow float --scale values

Validation

• python -m pytest --cov=src/ --cov-report=xml
• vaspvis --help
• vaspvis generate --help
• vaspvis generate -i OUTCAR -f xsf -m 0 -s 1.0 in a temp directory
• python -m build
• pre-commit run --all-files --show-diff-on-failure
