fix(ci): 前端三个 lint step 里两个「结构上不可能变红」——消掉 web 的 6 个 no-explicit-any（12 份手抄签名中删掉从未被传过的 options 参数）后把 Lint Web 与 mobile lint 翻成真门禁，desktop 保持 advisory 但把实测理由（4 个 exhaustive-deps warning + CI 命令带 --max-warnings 0 ⇒ exit 1）写进 YAML (#2274) - #2278
