docs(agents): 下沉常驻规则到 owner 文档

Summary

• 根 AGENTS.md 从 285 行 / 24.7KB 收窄到 115 行 / 9.6KB，只保留常驻硬边界、工作流和高气味 owner 指针
• CI 长表、发布 SOP、前端细则、Renovate 具体策略不再复制，回归现有 owner 文档
• 修正 app/AGENTS.md 的数字章节引用，避免根规则重排后漂移
• 更新 ADR-030：原 accepted/deferred 的规则下沉在本批正式实施

Why

operator 明确要求用 neat-freak 降低当前工程复杂度。按消融原则，同一事实已经有 owner 时不应继续占用每次会话的常驻上下文；本 PR 不创建新文档层，也不改变产品/CI/发布合同。

Verification

• python3 scripts/verify/verify-doc-ssot.py PASS
  • verifier-map: 68 script paths / 60 CI files
  • AGENTS path check: 39 paths
  • 29 self-tests 全部仍被 CI/Makefile 执行
• git diff --check PASS
• required markers 保留：新 Agent 90 秒入口 / 项目总规则唯一入口 / 避免巨石文档 / 项目规则只写 AGENTS / verifier-map owner

Non-goals

• 不改代码、CI workflow、release policy、branch protection 或测试阈值
• 不新增 verifier/gate
• 不把历史从一个常驻文档搬到另一个常驻文档
