Remove the LocalDev DataMode selector and status presentation, remove presentation-only and zero-consumer contract fields, and remove dead settings.dataMode persistence/default plumbing. Preserve all five runtime mode literals and env/localStorage Hub/Edge routing semantics.
Verification: shared dataMode 5/5, workbench settings 25/25, shared/workbench/web typecheck PASS, frontend package boundary PASS, quality-debt ratchet 9 PASS, git diff --check PASS. Net: 14 files +6/-225 (-219).
