v0.7.15: the Album and System Settings on firmware 23, no more latency spikes, and 60 fps in the Android app on TVs

• The Album and System Settings stream again on firmware 23. Firmware 23 gives applets 33 MB less memory, so the stream paused the whole time the Album or System Settings was open. Now they stream (after a pause of about a second as they open) on a smaller memory loan, so a 1080p stream may drop to 720p until you close them. The keyboard inside System Settings still pauses the stream (no memory is left beside it), and the viewer now says "the keyboard is open". It comes back as soon as you close it.
• No latency spike every 3 seconds (#33). While streaming, the sysmodule wrote a line to the SD card every 3 seconds (and its stats every 20), and each write showed as a spike in the latency graph. It now writes nothing while a stream runs and saves the log afterwards. Thanks to vbezniskotempo for tracking it down.
• Android / Android TV: 60 fps on TVs (#27, #32, and likely the flashing in #34). When the app fell a few frames behind, it rebuilt its video decoder, which on a TV took long enough to fall behind again, so it showed about one frame per second. It now keeps the decoder and asks the console for a fresh keyframe right away. Thanks to johannbalili1026-cyber for the 30-then-60 fps clue.
• Linux viewer (by allyssonmoscoso, #30): native Wayland on KDE Plasma, switch-frame-tap-viewer --check (prints the session, drivers, udev rule, USB devices and network), a log for the desktop launcher (~/.local/state/switch-frame-tap/viewer.log), a hint when SysDVR still holds the console's USB, a software retry when the GPU decoder can't open a stream, and recordings in your Videos folder.

Updating: open the Switch app's Updates page (or unzip switch-frame-tap-0.7.15-switch.zip over the SD card root) and restart the console. Settings are kept. The PC viewers and the Android app offer the update when they open.
