Extract the Model City concept from the Claude Design prototypes (Home, Nav, Chattanooga Twin, Building Registry, Civic League, Field HUD, Model City board, City Ops, What 100% Unlocks, Build Plan) into ScriptHammer's doc conventions — documentation only, no code. - model-city-prd.md (root): authoritative vision — three-plane architecture, Tools/Play/Docs UX, 5 pillars (MC-1..MC-12), data-source registry, 6-phase roadmap, extracted scoring/sim models, screen inventory, and an EXISTS-vs-NET-NEW map (Phase 0 = the shipping /chatt atlas + scripts/bake; net-new = registry/league/board/city-ops/vision). Equity weighted highest; explainable over accurate. - docs/prp-docs/model-city-prp.md: scoped PRP (feature 049) for the first slice — the Model City planning board (/model-city; sim -> pure src/lib/model-city/ engine + 5-file components). Alt slice noted: Registry + Civic League civic loop. - Registered 049 in PRP-STATUS.md + features/IMPLEMENTATION_ORDER.md (post-audit enhancements row; stale 2026-04 audit tables left intact). Next: ./scripts/prp-to-feature.sh model-city 049 -> /speckit.specify. The imported .dc.html prototypes serve as the mandatory wireframe-gate mockups.
