Full re-factor into a "binder" system.

Instead of loading modules from __"known"__ locations,
scripts are binded to contain all the needed modules.
A `binder` utility is provided to re-bind scripts
with updated modules when needed.

- adding: vcmp, parse_yaml, print_args, check_opt, rsync_client
  humanizing, summarize, blkdevs, cgilib/*, spk_enc,
  dehumanize, yesno, version, rotate, jobqueue, solv_ln
- deprecating: refs
- switched to sphinx based documentation
- update due to new git version changes
- added packaged file bundles
- initial github actions
- pre-staging noxml
