v0.2.9 — localized command output

What changed

• /bridge usage, doctor, preview, confirmation, and successful migration output now follow the selected handoff language.
• A reviewed preview carries its resolved language into the later --go confirmation.
• English handoffs keep fallback target titles fully English.
