v1.6.4

This release adds opt-in zstd wire compression for GrpcStore transfers, fixes S3 credential discovery over HTTP, and makes Redis more resilient.

Adds scheduler stability fixes, resolving a deadlock caused by a worker resource-tracking leak, duplicate executions of the same action that desynced scheduler state, and workers aborting when a disconnect caught an action in transit. Also refreshes configuration reference docs and new GitHub issue templates to make bug reports more approachable.
