Certificate storage operations could overlap during signing, validation, certificate refresh, and reset. This release serializes storage access and coordinates shared signing state so SDK instances stay consistent during certificate replacement and logout.

• Prevents certificate downloads from an earlier lifecycle from restoring certificates after a reset.
• Keeps readiness and supported modes consistent across SDK instances in the active lifecycle.
• Adds Sendable conformance to MessageConfig and ExpirationInformation.

Requires iOS 17 or later. Existing LocalSigning method signatures are unchanged.
