v0.38.0-beta release

0.38 series has changes in the sync protocol (compared to 0.37 and earlier) and requires all instances to be upgraded.

This is a beta release and can contain serious bugs. Use for evaluation only

Highlights:

• new tab in Options to define keyboard shortcuts for common actions
• built in text editor (CKEditor) now supports Code Blocks
• visual changes in the white theme and tabs
• database query optimizations which should result in speedups in some operations
• refactored note creation API (there might be some backwards compatibility issues with backend scripts)
