Backend CI quality gates, Docker container health monitoring, and full frontend test coverage — closing all CI and quality gaps before sharing with real users.

Key Accomplishments

• Backend CI pipeline — cargo fmt, clippy (-D warnings), test, and llvm-cov coverage reporting in GitHub Actions
• Docker healthchecks — both production containers self-report health; frontend waits for backend via service_healthy
• Frontend test coverage — 30 new unit tests for DomainBadge, MetaTagSnippet, and ScanHistoryTable
• Coverage enforcement — all active components under 80/80/75 thresholds (actual: 88.75/89.22/84.9%)
• README accuracy — Next.js 16 and proxy.ts references corrected
