"Save as Snippet" option appears for authors, but is non-functional

Issue Summary

The popup toolbar with the "Save as snippet" button appears for the author role, and clicking to create a snippet pops up a text entry box, but submitting throws a 422 error from the server.

If authors can't save snippets, they shouldn't see the option.
