frontend: Split settings into dedicated routes - #219

This turns `/settings` into a category menu and moves language, units, airspace, and devices into nested routes. It keeps the device add and edit flow under `/settings/devices` and places back links at the top of each page. This adds route navigation coverage and a specification that supersedes the earlier route-specific requirements.
