DynamicPPL 0.42.13 is now the minimum, so that SMC, PG and CSMC build a TapedTask again (#2895).

Breaking changes

NamedDist is no longer re-exported, following its removal from DynamicPPL.
Replace x ~ NamedDist(dist, :y) with y ~ dist, followed by x = y if a local alias is needed (#2895).
