Fix Kicking & Chipping #3493

Description of the task
Due to #3459, kicking and chipping no longer work physically on the robot. We suspect this is due to the changes made to the marshalling/unmarshalling of frames in powerloop. Data from the ESP32 is however correctly transmitted. Thus, this ticket involves fixing the issues of messages being sent from the RPI to the ESP32.
Acceptance criteria
- Kick should work via Robot Diagnostics
- Chip should work via Robot Diagnostics
