[ui5-shellbar]: Joule Shell Bar Icon Design Deviations

Bug Description

The Joule Shell Bar icon used in the UI5 Web Components Shell Bar should be updated to align with the VD specification:

1. According to the VD specification, all Shell Bar actions use the Transparent button style as their base. However, the Joule button in the current implementation does not appear to follow the Transparent button design.
2. The toggled state currently uses the wrong icon and should be updated to match the VD specification.
