updates from Linux and testing release workflow (#15)

* changes for Linux

* update project file

* fix compiler warning

* update to dotnet 7.0

* move DssToCsvConcept into separate project

* updates for .net 7 and houskeeping

* update to .net 7.0, now using Hec.Dss-2.0.0-Beta10

* for now skip tests that require S3

* remove samples from the solution

* resolve linux case sensitive paths to Properties

* add publish workflow

* add version and other tags to project file

* update Hec.Dss

create samples.sln
