[FEAT-UI/API]: Update Hydrograph UI to display output results

We want to be able to fetch the results from a hydrograph output in s3 and display them in the UI. Work off LCG code for implementation.

• create API handler / function to get output data. Can work off GetLCGOutput
• Create the table on the .../HydrographView.jsx page in .../HydrographOutputs.jsx based off LCG table. Should display "Run Hydrograph Manipulator for results" when there is no data
• create client state to properly fetch and re-fetch data from the API to display in the table
