Purpose of this PR
This backports 3 fixes required for mesh decals to work with Hybrid Renderer from 10.x.x/release to the 10.3.1 version the crazyhunter branch is currently on.
Testing status
Tested in Bonfire test bed (https://github.com/Unity-Technologies/bonfire-testbed) with DOTS mono repo, crazyhunter branch.
