Add a release workflow with semver tags & changelog

Problem Statement. No release workflow. Contributors don't know how to release.

Expected Outcome.

• .github/workflows/release.yml (semantic-release-style).
• A RELEASE.md doc.

Acceptance Criteria.

• Tagging a commit triggers a GitHub release with notes.

• New: .github/workflows/release.yml, RELEASE.md

Dependencies. None.

Difficulty / Effort. Medium / M (≈ 4 hours).
