…clean Unbounded make -j (or concurrent multi-tier builds) peaks RAM high enough to swap-freeze low-headroom machines — measured cause of repeated hangs. Serial builds cost ~19s over -j2 (link-bound anyway) and stay well under one tier's RAM. .NOTPARALLEL is used instead of forcing -j in MAKEFLAGS because the latter emits a jobserver warning under the recursive tier builds, which audit.sh (and thus CI) treats as a failure. verify-tiers builds all three tiers sequentially for safe -Werror checks.
