Description

• Adds Greg Smith, Google to the Shopping Tech Council table in MAINTAINERS.md.
• Annotates Amit Handa with an asterisk footnote (\*) in the Shopping Tech Council table to denote participation as a standing Governing Council (GC) member per GOVERNANCE.md rules (May participate in any DTC).
• Updates cSpell:ignore headers to include Greg Smith.
